[photography_beginners] Editing Software for Portraits

Hi Everyone: I have signed up for a portrait class and the instructor prefers we work with Photo Shop Element 3. Erica had posted that she hadn't spent a "penny on photo manipulation software." So I would like to know if that is a "free" download that has the same or close to the same features for portraits as Elements 3.
